Add AGENTS.md and CLAUDE.md for agent onboarding

Documents project structure, Docker-only build/run commands, and
conventions so any coding agent (Claude Code, DeepSeek, etc.) can
orient quickly. CLAUDE.md imports AGENTS.md as the single source of
truth.
